On July 11, 2019, CASEarth signed the “Big Earth Data ASEAN Regional Platform and Service Cooperation Framework Agreement” with the Guangxi Autonomous Region Science and Technology Department and Guilin University of Electronic Technology in Beijing, to jointly build the Big Earth Data ASEAN regional platform and services. Guangxi Autonomous Region Chairman CHEN Wu, Standing Committee of Autonomous Region Party Committee and Vice Chairman QIN Rupei, Vice President of the Chinese Academy of Sciences, HOU Jianguo and ZHANG Yaping attended the signing ceremony. CAO Kunhua, Deputy Director of the Science and Technology Department of Guangxi Autonomous Region, ZHANG Bing, member of the CASEarth Special Group, Deputy Director of the Aerospace Information Research Institute of Chinese Academy of Sciences and XU Huarui, President of Guilin University of Electronic Technology, signed the agreement on behalf of the three parties.
The construction of the China-ASEAN Information Port is a major task of the national “13th Five-Year Plan” and an important support to the implementation of the national “Belt and Road” initiative. Based on the principle of "governmental guidance, enterprise operationally, open development, and win-win cooperation", the Information Port will synergy the latest information on the digital economy and its development in China and ASEAN countries, and build an information sharing platform that combines education, research, investment, and production. Since the establishment of the CASEarth, it has been committed to exploring and forming a new paradigm for scientific discovery driven by big earth data, multidisciplinary integration, and global collaboration. It collects and constructs big earth data, demonstrating and driving major breakthroughs in earth system science, life sciences and related disciplines, and societal benefits, and it has become an international and open big earth data science center with global influence. At present, the CASEarth has deployed the Digital Belt and Road (DBAR) Big Earth Data System to develop its downstream application capabilities. Its spatial data and platform, business service model directly provide the "Belt and Road" space observation technology including Guangxi and ASEAN Cooperation and their demonstrations with data applications.
In the future, the Science and Technology Department of Guangxi Autonomous Region, Guilin University of Electronic Technology and the CASEarth will, based on the principle of "co-design and sharing”, locally based in Guangxi and servicing ASEAN regionally, carry out extensive cooperation in promoting and building regional research institution for big earth data, co-constructing the big earth data ASEAN regional service platform, initiating the talent team and enhancing innovation capabilities.
the signature event, XU Huarui, the President of Guilin University of Electronic Technology and his team visited to the Chinese Academy of Sciences Aerospace Information Research Institute, discussing the specific points and arrangement for processing cooperation, dealing with the institutional construction, data resources, application services, and capacity building to better promote the construction of spatial big data platforms in autonomous regions and ASEAN regions.
With the leadership and support of the autonomous regions, development of innovation and capacity building that can provide spatial data, application systems and decision support for the “Belt and Road”. The actions will promote China-ASEAN Information Port continues to achieve further development.
